Exempts veterans with valid government-issued veteran identification (such as operator licenses indicating veteran status) from motor vehicle park permit requirements at state parks and state-operated public boating access sites.

Exempts active members of the armed forces and Michigan National Guard with valid government-issued identification from motor vehicle park permit requirements at state parks and state-operated public boating access sites.

Requires veterans and armed forces/National Guard members to produce their identification upon request by conservation officers or park and recreation officers to verify the exemption applies.

Clarifies that free fishing day exemptions apply at both state parks and state-operated public boating access sites, and reorganizes exemption categories in both sections 74116 and 78119.

Takes effect 90 days after enactment into law.
