Extends the timeframe for Phase I students to enroll at a participating educational institution from 4 years to 10 years after high school graduation or achievement of a high school equivalency certificate, with all program eligibility expiring 10 years after initial enrollment.

Adds "high school equivalency certificate" to the definitions section and reorganizes the definition of "department" to mean the department of treasury.

Changes language from "shall" to "must" regarding cohort graduation rate calculations for Phase I tuition incentive program students using the P-20 longitudinal data system methodology.

Removes reference to "department of treasury" from subsections (11) and (12) relating to data collaboration and reporting requirements, replacing it with simply "the department."
