Requires 501(c)(4) organizations to file semiannual financial statements with the Department of Licensing and Regulatory Affairs on the same schedule as 527 organizations.

Filing exemption applies if organization received or expended $5,000 or less in the past year; organizations must disclose all contributions/donations over $100 with donor name, address, occupation, employer, and principal place of business.

Late filing fees range from $25 per business day (capped at $500 for smaller organizations) to up to $1,000 for organizations that raised over $10,000 in previous 2 years, with escalating penalties after 3 and 10 business days.

Civil fines up to $1,000 imposed for incomplete filings, false information, or omitting contributions; up to $5,000 fine if organization with $20,000+ balance fails to file for 2 consecutive years; enforcement authority granted to the Attorney General and county prosecuting attorneys.
