Prohibits abortion except to save the life of a pregnant woman in a medical emergency, with violations punishable by imprisonment up to 10 years and fines up to $100,000.

Makes causing death of a pregnant woman through abortion violation a manslaughter offense.

Prohibits manufacturing, distributing, prescribing, or dispensing mifepristone and similar abortifacient drugs, with violations punishable by imprisonment up to 20 years.

Exempts women upon whom abortions are performed from criminal liability and allows use of misoprostol for miscarriage treatment and contraceptives used before pregnancy can be detected.

Defines medical emergency as condition necessary to preserve life of pregnant woman endangered by physical disorder, illness, or injury from pregnancy itself, excluding mental health conditions; takes effect 90 days after enactment.
