Establishes strict liability for anyone who sells, delivers, or transfers a firearm to an individual they know or should know is prohibited from possessing it under federal or Michigan law.

Liable parties are responsible for damages resulting from injury, death, threats, or intimidation caused by the firearm, whether by the prohibited individual or another person who obtains possession of it.

Requires firearms dealers holding federal firearms licenses to maintain liability insurance with minimum coverage of $1,000,000 for personal injury or property damage resulting from firearm sales, deliveries, or transfers.

Creates the "Gun Seller Liability Act" to impose civil liability standards on firearm sellers and establish insurance requirements.
