Adds definition of "jurisdictional area" as the area within a department of state police post jurisdiction.

Requires the Department of Technology, Management, and Budget to contract with an authorized vendor to provide motor vehicle storage facilities and towing operations for the Department of State Police in each jurisdictional area.

Mandates that the Department of Technology, Management, and Budget issue a request for qualifications and follow standard public procurement processes under the Management and Budget Act when entering into or renewing towing and storage contracts.

Applies procurement requirements to all contracts entered into or renewed on or after the bill's effective date, regardless of contract cost or value.
