Removes pandemic-related temporary provisions allowing remote participation by public body members and replaces them with permanent remote meeting rules in new Section 3b.

For elected or compensated public body members: allows up to 3 meetings per year (or 10% annually, whichever is less) to be attended remotely if a quorum is present in person, requires 18 hours written notice, and requires unanimous consent of all members (presumed unless challenged).

For unelected, uncompensated public body members: allows meetings held entirely remotely or with one member present in person and others remote; requires one annual in-person meeting and in-person meetings for public hearings.

Mandates that public bodies accommodate remote attendance for members with disabilities entitled to such accommodations under the Americans with Disabilities Act or Michigan's Persons with Disabilities Civil Rights Act, regardless of other remote attendance restrictions.

Repeals Section 3a of the Open Meetings Act and clarifies the legislature's intent that disability accommodation provisions do not prevent public access to remote meeting participation.
