Removes the 1-year holding requirement for out-of-state licenses under the armed forces/veteran reciprocity pathway, requiring only that licenses be in good standing instead.

Eliminates the requirement that out-of-state licensing standards be "substantially equivalent to or exceed" Michigan's requirements for armed forces/veteran applicants.

Creates a new Section 218 pathway allowing non-military applicants to obtain Michigan licenses with out-of-state credentials, requiring only 6 months of holding a valid license rather than 1 year.

Requires the department to suspend application processing if applicants have pending complaints or investigations in other states, and to wait for resolution before issuing or denying licenses.

Caps fees for out-of-state reciprocity applicants under Section 218 at the same amount charged for standard in-state applications.
