Adds new subsection (8) allowing the commission to issue up to 3 tavern or class C licenses for events in public areas of university indoor basketball arenas, indoor hockey arenas, or outdoor football stadiums without regard to population quotas.

Requires alcoholic liquor sales under new university venue licenses to be conducted by server-trained individuals and limited to 2 hours before, during, and 2 hours after events.

Restricts use of university venue licenses to no more than 25 days per year for indoor arenas and 10 days per year for outdoor football stadiums.

Renumbers existing subsections (8) through (20) to subsections (9) through (21) to accommodate the new licensing provision.

Makes technical corrections throughout the statute including capitalization changes and clarifying language in various provisions regarding resort licenses, escrowed licenses, and transfer requirements.
