Expands the definition of "highway authority" to include townships in addition to the state transportation commission, county road commissioners, and city and village governing bodies.

Clarifies that highways cannot be transferred between jurisdictions without written agreement and approval by resolution from both highway authorities involved.

Requires written agreements for highway jurisdiction transfers to identify the effective date, highway limits and description, extent of improvements, and mutually agreed terms and conditions.

Allows written agreements to be amended, superseded, or voided by consent of both parties.

Provides that if a transfer is contingent on opening a new or relocated highway, the jurisdiction transfer becomes effective upon that highway's opening unless the written agreement specifies otherwise.
