Extends the deadline for school districts, intermediate school districts, and public school academies to conduct emergency operations plan reviews from the 2019-2020 school year to not later than July 1, 2024, and thereafter every 3 school years instead of biennially.

Requires schools to update emergency operations plans by July 1, 2024, and every 3 school years thereafter, with mandatory inclusion of temporary locking devices or systems and a school-crisis team description.

Mandates creation of a school-crisis team comprised of school staff to address safety issues, with requirement that parents and legal guardians be notified of all school-crisis team meetings.

Requires schools to provide notice to the Michigan Department of Education within 30 days of completing emergency operations plan reviews or adopting/updating plans.

Designates emergency operations plans and related information as confidential and exempt from disclosure under the Michigan Freedom of Information Act.
