Requires the Department of State Police and Office of School Safety to provide school safety and security training to school resource officers, school safety/security personnel, and all school staff at public and nonpublic schools

School resource officer training must include position-specific training beyond law enforcement officer training, legal updates on authority limits in school environments, and coverage of at least 3 threat assessment guidelines (Virginia Student Threat Assessment Guidelines, U.S. Secret Service National Threat Assessment Center operational guide, and Salem-Keizer System)

School safety and security personnel training must cover legal authority and limitations, communications skills, de-escalation tactics, physical controls, cultural competence, mandatory reporting, target hardening, crisis intervention, law enforcement response familiarity, mental health services, OK2Say program process, and the same 3 threat assessment guidelines

School staff training must cover legal authority and limitations, communications skills, de-escalation tactics, emergency operations plans, cultural competence, incident command systems, target hardening, law enforcement response familiarity, mental health services, OK2Say program process, and the same 3 threat assessment guidelines

Firearms training including high-stress decision-making is required for any personnel in these categories who carry firearms in their positions; bill takes effect only if House Bill 6321 or a Senate Bill is enacted
