Department of State Police must promulgate rules by July 1, 2023 establishing a standardized response terminology plan for public and nonpublic schools.

"Lockdown" applies when an existing threat is in or imminently expected at a school building.

"Secure mode" applies when heightened security is needed for potential external threats but lockdown is unnecessary; instruction continues normally with limited access and monitored movement.

"Shelter in place" applies during severe weather or hazardous-materials incidents near the school; "reverse evacuation" applies when rapid systemic movement from outdoor to indoor areas is needed; "room clear" applies when pupils need evacuation from a specific location to safer areas.

All public and nonpublic schools should be in "secure mode" during instruction, and the plan must include a color-coding system to indicate when each terminology should be in use.
