Replace "shall" with "must" and "does" throughout Section 5 of the Home Rule City Act for grammatical modernization.

Prohibit cities from adopting charter amendments proposed by initiatory petition that authorize or specify the number of marijuana facilities or establishments allowed under the Michigan medical marihuana facilities licensing act or the Michigan Regulation and Taxation of Marihuana Act.

Require city clerks to certify initiatory petitions proposing prohibited marijuana-related charter amendments as insufficient and prevent their submission to voters.

Effective on the bill's enactment date, apply the marijuana facility restrictions to all charter amendments proposed by initiatory petition going forward.
