Creates a four-member panel appointed before February 1 each year by the majority and minority parties of the house and senate to rate principal executive department heads on a 1-100 scale

Panel members must rate departments based on quality of work and cost effectiveness, exclude those departments whose salaries are determined by the state constitution, and submit reports to the house fiscal agency by December 31

House fiscal agency calculates recommended salaries for department heads using a formula that combines panelist ratings and bases compensation at 25% to 100% of the governor's salary depending on performance scores

Transmits calculated salary recommendations to the speaker of the house, senate majority leader, governor, and chairs of both house and senate appropriations committees

Panel members serve without compensation but may be reimbursed for actual and necessary expenses, and are ineligible to hold or run for elected office in Michigan during their service term
