Requires the Senate Fiscal Agency to include an analysis of whether bills likely to have a racially or ethnically disparate impact in fiscal analyses for bills involving criminal justice, economic stability, education, employment, health care, housing, or transportation.

Requires the House Fiscal Agency to include the same disparate racial or ethnic impact analysis in fiscal analyses for bills in those subject areas.

Mandates that both fiscal agencies examine effects on distinct racial or ethnic groups listed in the most recent federal decennial census and document whether bills create disproportionate or unique impacts with supporting rationale and statistics.

Authorizes both fiscal agencies to request necessary information from any source to conduct the analyses, with state governmental officers and entities required to disclose requested information unless prohibited by state law.

Allows both fiscal agencies to acquire additional expertise as needed to complete the disparate impact analyses, subject to appropriation.
