• Establishes that the Department of Insurance and Financial Services shall administer the fund, begin accepting applications within 30 days of appropriation, issue determinations within 10 days of completed applications, and distribute funds within 5 days of approval on a first-come, first-served basis.

• Prohibits new licensees or providers that reorganized after January 1, 2019 from receiving funds and limits administrative expenses to $500,000, with any interest earnings deposited to the general fund.
