Expands the appellate defender system to serve both indigent adults and indigent juveniles (individuals subject to orders of disposition under the probate code).

Requires the appellate defender commission to develop two separate systems of appellate defense services: one for indigent adults and one for indigent juveniles.

Establishes minimum standards and maintains separate rosters of eligible attorneys for representing indigent adults and indigent juveniles in appellate proceedings.

Specifies that appellate defenders must represent indigent adults only after conviction or guilty plea at trial court level, and indigent juveniles only after an order of disposition has been entered.

Requires the appellate defender office to handle at least 25% of total indigent appellate defense cases pending before Michigan's appellate courts.
