Provides a complete defense to criminal charges if a defendant is charged with a crime committed by another person using the defendant's firearm, provided the firearm was legally obtained, legally owned, and properly stored.

Allows prosecutors to overcome the defense by proving beyond a reasonable doubt that the firearm was not legally obtained, legally owned, or properly stored.

Defines "properly stored" for active firearms (loaded with ammunition) as kept in a locked container within close proximity for ready retrieval, or in a locked safe designed for expedited retrieval, with exceptions for properly licensed owners storing pistols in locked vehicles when entering gun-free zones.

Defines "properly stored" for nonactive firearms (unloaded) as locked in a container, secured with a trigger lock or cable lock, separated from ammunition, with keys unavailable to unauthorized individuals.

Exempts firearm owners from improper storage liability if they are victims of criminal intent or forced surrender to unauthorized access to their firearm.
