Authorizes the Department of Technology, Management, and Budget to transfer approximately 126.3 acres of state-owned property in Ionia County (formerly Deerfield Correctional facility) to the State Land Bank Authority without consideration, except for reimbursement of study, evaluation, and acquisition costs.

Requires the State Land Bank Authority to convey the Ionia County parcels by quitclaim deed with covenants mandating perpetual cemetery maintenance on Parcel B and guaranteed public access easement over Parcel A to the cemetery.

Authorizes the State Administrative Board to convey approximately 3.49 acres of state-owned property in Kent County (formerly Department of State Police facility) to Kent County for fair market value or less, with the option reverting to the Department of Technology, Management, and Budget after 2 years if Kent County does not purchase.

Establishes that net revenue from property sales must be deposited in the state general fund or land bank fast track fund, and requires purchasers to pay the state 50% of gross revenue from any oil, gas, or mineral development on conveyed properties.

Takes effect immediately upon enactment on December 13, 2022.
