Adds supplemental nursing services agencies to the definition of "health facility or agency" requiring licensure under Michigan's Public Health Code.

Establishes licensing requirements for supplemental nursing services agencies, including documentation that temporary staff meet minimum licensing and training standards, qualifications matching the health facility's requirements, and employee status verification.

Sets licensing fee of $2,000.00 per agency license for supplemental nursing services agencies, effective until October 1, 2023.

Caps markup charges for supplemental nursing services agencies at 25% of the hourly wage rate for temporary nurses, nursing assistants, nurse aides, or orderlies, with exceptions for actual travel and housing costs paid directly to the worker or agency.

Prohibits supplemental nursing services agencies from restricting employment opportunities, charging damages or employment fees for direct hire conversions, and requires record retention for at least 5 years with department access.
