Establishes the Future Educators Scholarship Program administered by the Department of Education to award scholarships offsetting tuition costs for individuals pursuing initial teacher certifications.

Scholarship recipients must meet eligibility requirements including a 3.0 GPA, admission to an approved educator preparation program, state residency, and completion of FAFSA and other financial aid applications.

Scholarships capped at $10,000 per academic year or the cost of in-district tuition and fees, whichever is less, and renewable for up to 3 years or until program completion.

Recipients must work as certified teachers in Michigan public schools, nonpublic schools, or qualifying public preschool programs for 3-5 years depending on number of years funded; critical needs districts require only 3 years of service.

Scholarship amounts convert to 0% interest loans repayable within 10 years if recipients fail to maintain enrollment, complete their program, or meet work requirements; repayment obligations reduce proportionally based on years worked as a certified teacher.
