Amends MCL 777.15g to modify sentencing guidelines for child welfare and family law offenses in Michigan's criminal procedure code.

Adds gestational surrogacy agreement involving a minor, an intellectually disabled individual, or an individual with mental illness or developmental disability (MCL 722.1635(2)) as a Class E felony with a 5-year statutory maximum sentence.

Removes two surrogate parenting contract offenses (MCL 722.857 and 722.859(3)) from the sentencing guidelines table.

Updates the description of MCL 722.675 from "Distributing obscene matter to children" to "Disseminating sexually explicit material to a minor" while maintaining Class E classification and 2-year statutory maximum.

Adds "or child neglect" language to the description of intentional false reports of child abuse (MCL 722.633(5)(b)) as a Class F felony.

Bill takes effect only if Senate Bill No. ____ or House Bill No. 6392 of the 101st Legislature is enacted into law.
