Amends Michigan's Public Health Code to recognize intended parents in gestational surrogacy arrangements by allowing them to be listed as parents on birth certificates when presenting certification forms or court orders from the gestational surrogacy parentage act.

Requires live births reported under surrogacy arrangements to follow the same procedures as institutional births, with intended parents named on the certificate instead of the gestational carrier.

Establishes new certificate of live birth procedures when state registrar receives surrogacy-related documentation, including certification forms under section 9 or orders/judgments under section 13 of the gestational surrogacy parentage act.

Seals original birth certificates and surrogacy-related evidence from inspection except as provided in statute or by court order, similar to protections for adoption and sex designation records.

Changes references from "shall" to "must" throughout relevant sections for consistency and clarifies that charter counties with population over 1,500,000 (previously 2,000,000) may charge higher vital records fees not exceeding service costs.
