Amends section 252e of the Michigan Vehicle Code to change mandatory language from "shall" to "must" throughout the section regarding jurisdiction and procedures for abandoned vehicles.

Specifies that district courts and municipal courts have jurisdiction to determine if police agencies, towing agencies, custodians, or private property owners properly reported or processed vehicles under abandoned vehicle statutes.

Establishes that the court specified in notices must be the court with territorial jurisdiction where the vehicle was removed or considered abandoned, with venue in district court governed by the Revised Judicature Act.

Clarifies that remedies under sections 252 to 254 are exclusive remedies for abandoned vehicle disposition, but creates an exception allowing claims for benefits under the Michigan No-Fault Auto Insurance Act (sections 3121-3129 of the Insurance Code of 1956).

Takes effect only if Senate Bill No. ____ or House Bill No. 6395 is enacted into law.
