Appropriates $24,400,000 from the Coronavirus State Fiscal Recovery Fund (federal funds) for the fiscal year ending September 30, 2022.

Requires $12,200,000 to be used by the Department of State Police to purchase and install bullet-resistant windows and doors in state patrol vehicles.

Requires $12,200,000 to be allocated through a competitive grant program to county sheriff departments for purchasing and installing bullet-resistant windows and doors in patrol vehicles.

Designates appropriated funds as a work project with an estimated completion date of September 30, 2026, allowing unspent funds to carry forward until project completion.

Subjects all federal funds to applicable federal audit requirements and requires the state budget director to report monthly on fund status and compliance to legislative appropriations committees.
