Extends the temporary authorization for school districts to employ individuals without teaching certificates as substitute teachers through June 30, 2024, and removes the previous expiration date of June 30, 2022.

Adds a new temporary provision allowing certified teachers who do not meet standard substitute teacher requirements to serve as substitutes from the effective date through June 30, 2024, if they have a high school diploma and meet age or educator preparation program requirements.

Requires substitute teachers with appropriate certificates serving under the new provision to be at least 21 years old for grades 9-12, or alternatively be enrolled in a department-approved educator preparation program.

Maintains salary protections ensuring substitute teachers employed under temporary provisions receive compensation no lower than their existing salary or at least equal to standard substitute teacher pay, whichever is greater.

Protects employees from termination or retaliation if they decline assignment as substitute teachers under the temporary authorization provisions.
