Adds "floating swim barriers" as devices that require department permits before placement in Michigan waters, similar to existing beacon and buoy requirements.

Expands permitted uses of buoys and beacons to include designating bathing areas through a new category allowing buoys or floating swim barriers specifically for that purpose.

Allows the department to revoke permits and order removal of improperly placed or non-compliant buoys, floating swim barriers, or beacons, with removal costs charged to the responsible person.

Prohibits mooring or fastening vessels to lawfully placed beacons, floating swim barriers, or buoys (except mooring buoys) and prohibits willfully moving, removing, or damaging these devices.

Requires bathing beaches open to public use to maintain buoys or floating swim barriers outlining safe swimming areas and prohibits swimmers from going beyond 100 feet past these marked areas.
