Requires public notice and comment period before the Department of Natural Resources approves or disapproves permits for industrial facilities, landfills, or distribution centers located within 500 feet of occupied dwellings, schools, health facilities, senior centers, or environmental protection communities.

Department must analyze whether permit emissions would disproportionately impact environmental protection communities and determine if additional air monitoring is needed in consultation with local residents and experts.

Permit holders must either maintain a vegetative buffer around the facility or offer to purchase at fair market value any occupied dwelling within 500 feet, with deed restrictions prohibiting residential use of purchased land while the facility operates.

Department may deny a permit if clear evidence shows issuance would have detrimental effects on public health or quality of life for residents or students in the area.

Department must increase the 500-foot distance on a case-by-case basis if necessary to protect environmental protection communities from facility emissions, and must promulgate implementing rules within one year of the law's effective date.
