Prohibits the sale, offering for sale, and distribution of disposable wipes in Michigan without a warning label stating "NONFLUSHABLE" or "DO NOT FLUSH" prominently displayed on the principal display panel of the package.

Defines "disposable wipes" as nonflushable, premoistened nonwoven products designed for diapering, personal hygiene, or household cleaning, excluding products labeled as flushable, sewer safe, or septic safe.

Requires disposable wipes marketed in Michigan to be clearly marketed as nonflushable.

Establishes civil penalties: up to $2,000 for a first offense, up to $5,000 for a second offense, and up to $10,000 for a third or subsequent offense.

Allows prosecution by the county prosecutor where the violation occurred or by the Michigan attorney general.
