Allows postsecondary institutions to partner with third-party organizations to support student athletes' name, image, or likeness (NIL) compensation opportunities, provided the third party is not an NCAA organization, athletics conference, or another educational institution.

Requires third-party partners to have been in operation for at least 5 years and be registered for charitable solicitation under Michigan law.

Prohibits postsecondary institutions from coercing, compelling, or interfering with student athletes' decisions regarding specific NIL opportunities.

Permits institutions to fund independent third-party administrators to handle education, monitoring, disclosures, and reporting on NIL activities, as long as the administrator is not a registered athlete agent.

Encourages institutions to provide financial literacy, brand management, and life skills programming to student athletes, while preserving institutional rights to enforce academic standards, team conduct rules, and athletics governance policies.
