Removes the requirement that marinas with motor vehicle fuel pumps obtain a specially designated merchant license under section 539, allowing them to operate under other license types.

Prohibits transfer of specially designated merchant licenses issued after January 4, 2017 to applicants exempt from quota requirements (those with certain license types or large retail establishments meeting food sales thresholds) to another location.

Makes specially designated distributor licenses issued with quota waivers non-transferrable when no existing licensee operates within 2 miles of the applicant's location.

Extends motor vehicle fuel pump exemptions from secondary location permit requirements to holders of specially designated distributor licenses in addition to specially designated merchant licenses.

Bill is contingent on enactment of Senate Bill No. ____ or House Bill No. 6429 of the 101st Legislature.
