Allows retailers to own or operate motor vehicle fuel pumps on or adjacent to licensed premises, removing previous restrictions based on location type, inventory levels, and distance requirements.

Prohibits the Michigan Liquor and Cannabis Regulatory Commission from issuing specially designated distributor or merchant licenses to applicants operating drive-in, drive-through, drive-up, or walk-up window establishments for alcoholic liquor sales.

Adds "mixed spirit drink" as an authorized product for sale at secondary location permits held by specially designated merchants, alongside existing beer and wine authorizations.

Repeals Section 539 of the Michigan Liquor Control Code of 1998 and rescinds four administrative code rules (R 436.1129, R 436.1135, R 436.1141, and R 436.1142).

Bill takes effect only if Senate Bill No. ____ or House Bill No. 6428 is enacted into law during the 101st Legislature.
