Prohibits limiting access to expanded carrier screening based on family history or ethnic background; requires coverage for screening tests identifying over 100 inheritable autosomal recessive and X-linked conditions with carrier frequency of 1/200 or greater in any ethnic group.

Mandates consultation with prenatal care providers and local medical experts when establishing coverage guidelines.

Defines "carrier frequency" as the proportion of individuals with a single copy of a specific recessive genetic variant and "carrier screening" as a method to identify individuals at risk of having children with genetic disorders.
