Expands the Department of Health's enforcement authority to impose "other enforcement action considered appropriate" against health facilities and agencies in addition to existing denial, limitation, suspension, or revocation powers.

Authorizes the Department to impose administrative fines on licensees as an enforcement action for violations of the Public Health Code.

Requires hospitals to provide parents with an informational form about the health insurance enrollment process if a newborn is not covered under a health benefit plan at the time of birth.

Directs the Department of Insurance and Financial Services, in consultation with the Department of Health and Human Services, to develop and distribute to hospitals an informational form on newborn insurance enrollment procedures.
