Increases state school aid appropriation for fiscal year 2022-2023 from $16,754,072,900.00 to $16,773,072,900.00 from the state school aid fund.

Allocates $80,600,000.00 from state school aid fund and $1,300,000.00 from general fund for behavioral health providers in schools, including $3,000,000.00 for mental health screening and referral tools compliant with HIPAA.

Establishes $20,000,000.00 Student Mental Health Apprenticeship Retention and Training (SMART) internship grant program funded from federal coronavirus relief funds to pay graduate-level mental health interns $25.00/hour (up to $15,000.00 lump sum) over 30 weeks in eligible districts.

Allocates $5,000,000.00 in federal funding for a statewide behavioral health learning collaborative with online training, resource centers, and mental health best practices platform for districts and schools.

Provides $16,000,000.00 for districts to implement risk assessments of school buildings at $2,000.00 per building and $8,400,000.00 for mental health coordinators and emergency/safety managers at intermediate districts ($75,000.00 each).
