Adds gender transition procedures for minors as a form of first-degree child abuse in Michigan, making it a felony punishable by life imprisonment or any term of years when a parent, guardian, caregiver, or licensed medical professional knowingly or intentionally consents to, obtains, or assists with such procedures for a child under 18.

Defines "gender transition procedure" to include puberty-blocking drugs, cross-sex hormones, and gender reassignment surgery that alter or create physiological characteristics different from a child's biological sex.

Excludes from the definition of gender transition procedures: services for medically verifiable disorders of sex development, treatment of infections or injuries caused by prior procedures, and emergency surgeries to prevent imminent death or major bodily function impairment.

Reorganizes and expands the definitions section of the child abuse statute to include new terms related to biological sex, gender, puberty-blocking drugs, and cross-sex hormones.

Takes effect 90 days after enactment.
