Renames the annual pheasant hunting license to the "pheasant and grassland restoration stamp" while maintaining the $25.00 fee for individuals 18 years or older hunting pheasants on public land in the Lower Peninsula.

Exempts hunters on private land (except hunting access program land), game bird preserve hunters, Upper Peninsula hunters, and lifetime license holders from the stamp requirement.

Directs stamp fee revenue to a pheasant subaccount with 50% allocated to purchasing and releasing live pheasants on state lands and 50% for grassland habitat restoration, purchase, and management.

Allows the subaccount to retain unspent funds at fiscal year-end with all remaining money transferred to the general game and fish protection account on January 1, 2026.

Sunsets the entire section effective January 1, 2026, eliminating the stamp requirement and subaccount at that date.
