Requires school districts, intermediate school districts, and public school academies to equip each school building with at least one panic alarm for security emergencies including nonfire evacuations, lockdowns, and active-shooter situations

Panic alarms must be directly linked to the local law enforcement agency designated as the first responder for that school building and capable of immediately transmitting a signal upon activation

Defines "panic alarm" as a silent security system signal manually activated to communicate life-threatening or emergency situations requiring law enforcement response

Defines "school building" as any building where instruction takes place or where pupils are present during the school day

Effective only if Senate Bill No. ____ or House Bill No. 6465 is enacted into law (tie-bar provision)
