Allows unaccompanied homeless minors age 14 and older to consent to medical, dental, and behavioral health care without parental permission.

Accepts documentation of homeless status from government/nonprofit service providers, school liaisons, foster care contacts, school social workers, attorneys, or a signed statement from the minor plus 2 adults with knowledge of their circumstances.

Prohibits unaccompanied homeless minors from consenting to abortion procedures under this act.

Protects licensed physicians and qualified health care professionals from civil or criminal liability for treating unaccompanied homeless minors without parental consent, but does not shield them from negligence liability.

Clarifies that designation as an unaccompanied homeless minor does not automatically classify the minor as neglected and does not override mandatory child abuse reporting requirements.
