Establishes a prescription drug importation program administered by the Michigan Department of Health and Human Services to import safe and effective drugs from Canada.

Requires the department to submit a request to the U.S. Secretary of Health and Human Services for federal approval by January 1, 2024, including details on program operations, safety standards, cost savings estimates, and eligible Canadian suppliers.

Prohibits importation of controlled substances, biological products, infused drugs, intravenously injected drugs, drugs inhaled during surgery, and certain parenteral drugs that pose public health threats.

Mandates the department contract with a vendor to manage the program, develop a wholesale prescription drug importation list, conduct statistical testing of imported drugs for authenticity and degradation, and maintain records for at least 7 years.

Requires annual reporting to the governor and legislature on imported drugs, participating suppliers and importers, prescriptions dispensed, cost savings, and program safety measures.
