Requires the Public Service Commission to issue orders within 270 days allowing municipally owned utilities, electric utilities, and private entities to establish microgrids that support critical facilities and operate during emergencies.

Prohibits electric utilities from charging standby rates to microgrids owned by entities other than that utility, and requires rates for utility-operated microgrids to reflect equitable cost of service without standby charges.

Establishes that costs for utility-owned microgrids must be borne only by customers receiving microgrid service or the utility itself, not by other utility customers.

Requires the Public Service Commission to issue a report by December 31, 2025 analyzing electric distribution system reliability, best practices for resilience, regulatory barriers, and opportunities for innovative multitechnology approaches.

Makes various technical amendments including replacing "shall" with "must" throughout section 10a and adding definitions for critical facilities, emergency, island mode, and microgrid.
