Clarifies that state boundary commission procedures apply to annexations, with new notice requirements including certified mail to property owners within 300 feet of proposed annexation areas at least 30 days before public hearings.

Requires local units of government to provide the state boundary commission with a list of names and addresses of persons requiring notice no less than 45 days before public hearings.

Applies the new township-wide voter approval requirement to all annexation methods under the act, including those involving park land, vacant property, and city-owned property.
