Allows county fairs in Michigan to obtain race meeting licenses to conduct live horse races with pari-mutuel wagering under the Horse Racing Law of 1995.

County fair applicants must apply to conduct a minimum of 20 days of live horse racing with at least 8 live races programmed per racing day and a minimum of 8 horses per race.

County fairs unable to program at least 6 live horse races on an awarded racing date due to insufficient entries are prohibited from conducting pari-mutuel wagering or simulcasting on that day.

Modifies existing licensing requirements by carving out exceptions for county fairs from standard thoroughbred and standardbred racing provisions requiring a minimum of 30 days of live racing.

Removes prohibition on issuing race meeting licenses to charitable organizations when the applicant is a county fair in the state.
