Lowers the minimum age requirement for Michigan reconnect grant eligibility from 25 to 18 years old for both the grant program and skills scholarships.

Clarifies that individuals who previously earned associate or baccalaureate degrees outside the Michigan reconnect grant program remain eligible to participate in the grant program.

Expands eligibility to earn associate degrees and certificates as a Michigan reconnect grant student without losing grant funding, allowing students who earn certificates to continue pursuing an associate degree.

Sets skills scholarship amount at a maximum of $1,500 for qualified occupational training programs at approved private training institutions, limited to one-time awards until appropriated funds are exhausted.

Makes the bill effective only if Senate Bill No. ____ or House Bill No. 6514 is enacted into law.
