Adds secular organizations and their authorized celebrants/officiants to the list of entities and individuals authorized to solemnize marriages in Michigan.

Expands the definition of religious marriage officiants to include "religious leader, faith-based leader, cleric, or religious practitioner" in addition to existing "minister of the gospel" language.

Allows non-resident religious leaders to solemnize marriages in Michigan if they are authorized to do so under the laws of their home state.

Protects the validity of marriages solemnized by secular organizations even if there is a lack of jurisdiction or authority, provided the couple believed they were lawfully married and consummated the marriage.

Defines "secular organization" as an organization occupying a place in members' lives parallel to that of a church or religious authority, and updates technical language throughout (replacing "shall" with "must," "want" with "lack," and revising title references for judges).
