Creates an advisory council on pediatric autoimmune neuropsychiatric disorder associated with streptococcal infections (PANDAS) and pediatric acute neuropsychiatric syndrome (PANS) within the Michigan Department of Health.

Establishes a 15-member council appointed by the director, including immunologists, pediatricians, child psychiatrists, medical researchers, social workers, parent representatives, and representatives from autism organizations and professional groups.

Director must appoint initial members within 60 days of enactment and call the first meeting within 90 days; members serve staggered 4-year terms, with first appointees serving 1, 2, or 3-year terms.

Council must submit annual reports to the legislature by January 1, 2024, and thereafter with recommendations on practice guidelines, clinical awareness, educator and parent outreach, and development of a volunteer expert network for PANDAS/PANS diagnosis and treatment.

Takes effect 90 days after enactment; members receive no compensation but may be reimbursed for actual expenses; council operates under open meetings and public records laws.
