Invalidates homeowners' association agreement provisions that prohibit or require approval for homeowners to replace, maintain, install, or operate energy-saving improvements (including clotheslines, geothermal systems, heat pumps, insulation, reflective roofing, efficient appliances, solar water heaters, electric vehicle charging stations, and efficient windows) or renewable energy generating systems up to 150 kilowatts.

Prohibits local units of government (counties, townships, cities, villages) from requiring homeowners to obtain homeowners' association approval for energy-saving improvements or renewable energy system installations.

Requires all energy-saving improvements and renewable energy systems to comply with applicable state and local building codes, permit requirements, health and safety laws, and aesthetic/safety restrictions of homeowners' associations as reasonably possible.

Allows local units to independently impose their own requirements that may prohibit or limit energy-saving improvements or renewable energy systems, but cannot require association approval as a condition.

Takes effect 90 days after enactment.
