Amends MCL 777.11b to add a new felony offense to Michigan's sentencing guidelines: openly carrying a rifle or shotgun on a second or subsequent offense under MCL 28.422c, classified as a Class E felony with a 5-year maximum sentence.

Removes two sentencing guideline provisions related to student safety zones: MCL 28.734(2)(b) and MCL 28.735(2)(b) for subsequent offenses involving work, loitering, or residency violations.

Removes the sentencing guideline for consumer fireworks certificate violations under MCL 28.454(1).

Bill takes effect only if Senate Bill No. ____ or House Bill No. 6546 is enacted into law (contingency clause).
