Creates the Recycling Initiative Fund in the state treasury to receive money and assets from any source for recycling and waste reduction purposes

Designates the Department of Environment, Great Lakes, and Energy as administrator of the fund for auditing purposes and authorizes expenditures on appropriation for specified recycling initiatives

Permits fund expenditures to promote recycling, reduce disposable container use, provide municipal grants for recycling capacity, administer polystyrene foam programs, and fund litter cleanup and research programs

Takes effect 90 days after enactment, contingent upon Senate Bill No. ____ or House Bill No. 6557 being enacted into law
